Project objective

Specific objective
Development of Medgidia -Silistra area by facilitating the existing affairs relationship between borders and by establishing connections among the Small and Middle Enterprises through the encouragement of personal experience and also by enriching the regional marketing tools.

General objectives
1). To consolidate and to extend the inter institutional cross-border cooperation and to create stable business relations at long term through Medgidia and Silistra communities.
2). To consolidate the competitivity and the performances of business communities from Romanian- Bulgarian frontier through European standard.
3). To create supporting structures of cross-borders collaboration on long term.
3). To consolidate the confiance of the public in cooperation potential of PHARE CBC programme.

-Association for collaboration and cross-border development “Dobrogea Dunareana” from Silistra - Bulgary.
- Zonal Development Association Medgidia-Romania.

Project duration – 12 months

Estimated results
-stable cross-borders cooperation and a network of business-minimum 40 firms from Medgidia and Silistra;
- website in Romanian, Bulgarian and English language;
- a team of 10 experts HACCP;
- studies and projects realized for the function of supporting business structures;
- visibility of PHARE CBC programme by applying a coherent plan of public-relation.

Project activities
1). Work meeting of project partners
These activities suppose:
- to monitorize the project progress;
- to analyze the documents resulted from project activities;
- planning activities.

2. Organizing seminars to Medgidia and Silistra
The participants: persons from local administrations and business environment
The theme:
-presentation of the economical situation of each area
-identifying possibilities for the creation of partenerships
-exchange of experience in obtaining grants
-analysis of development strategies of each community

3. Feasibility study for Industrial Park Medgidia
The achievement of Industrial Park Medgidia cover the following objectives:
-great potential recovery of the Medgidia city for the industrial development and functions of transport (rail, road and river)
-efficient use of land under economical and social aspect
-the development of environment by extending areas of garden and emerge of a modern and functional building. They will intervine as an essential element of psychological stimulation of the inhabitants and the efficiency of their activities of all categories. The area can become a target for tourists, teaching and training scientific-technological research
-the increasing of jobs for an unlimited time
-reviving the railways
-the right resolution in bringing city and the impact on highway

4. Feasibility study for ,,Zonal center of business and international cooperation Romania-Bulgary” at Medgidia with the following functions:
-permanent exhibition space
-conference center
-network communication
-sources to promote
-consulting, advisory and training

5. The selection of the persons who will be teached as experts in HACCP field
The selection of the persons will be made according to the following criteria:
-education, experience and competence in relation to the proposed tasks and activities
-to know Romanian economic environment and Bulgarian

Free circulation of goods

The main objective of the EEC Treaty was to remove economic barriers between Member States to provide the Treaty establishing a Common Market based on the four freedoms: the free movement of goods, persons, services and capitals. Free circulation of goods (merchandises) from a Member State in another EU Member State assumes the harmonization of customs duty systems and common rules on health, consumer protection and environmental protection, plus the elimination of all obstacles to trade. With the conclusion on 1.01.1993, the process of making the Internal Market, the objective of free movement of goods has been largely achieved, some regulations still persists off or transitory in nature.

Free movement of persons

Employed persons and those independent of the EU Member States have the right to live and work in any Member State, benefiting from the social advantages of the country of residence under the same conditions as nationals of those countries without any discrimination based on nationality. Non-discrimination principle implies the right of any citizen of the European Union to enter the territory of another Member State without being controlled.

Free movement of services

The right to provide free services anywhere in the space community is a consequence of the internal market. It enables citizens of the European Union to carry out services beyond the borders of their own countries without any restrictions based on nationality, through the provision of services understands any benefit of this kind supplied in an independent professional activities

Free movement of capital

By this we mean the movement of capital between countries whose national currencies are different. Taking into account the consequences that such a phenomenon can have on the balance of payments and monetary stability of a country, the movement of capital between countries is usually subject to restrictions. In 1988, the Council of Ministers (now the EU) has decided that capital movements between Member States of the European Community should be fully liberalized until 1.07.1990.
